they're not responsible for the bill I hate having to pay two statements at the end of the month and have already been late on the company card since I can't do a direct pay with it. They never get the bill, we submit expense reports documenting expenses anyway. Can they legally force me to use their card?

Legally NO. Unless you signed a binding contract.
