you didn't say what you needed it for...but the answer is "no". Usually a collateralized credit card has to start with about $400 and they'll loan you about $400 or a little more. If you've had credit for many years and paid well on it they "might" give you credit of $1500 to $2,000 but no more. There's nothing out there for $12,000 out there that's unsecured for moderate income people.
